Entepreneurs wishing to carry out vehicle recycling activities by issuing confirmatory documents must be registered in the registry maintained by the operator ("Tamiz Shahar" OJSC) to obtain recycler status.
The following documents are required for registration:
- written application addressed to the operator, along with the following documents:
- copy of the extract from the state registry of legal entities, the charter of the legal entity, and the state registration certificate;
- copy of the documents verifying the authority and identity of the authorized representative (proxy);
- environmental impact assessment document and an admissible state ecological expertise opinion in accordance with the Law of the Republic of Azerbaijan on Environmental Impact Assessment;
- technical and economic feasibility study;
- copies of documents confirming that the applicant meets the following requirements:
- no outstanding debts for taxes, mandatory state social insurance contributions, compulsory health insurance contributions, and unemployment insurance contributions;
- possession of necessary areas for accepting, storing, and recycling vehicles, whether through ownership, possession, or use;
- possession of areas covered with materials that prevent damage, deterioration, and leakage of technical fluids, such as asphalt, concrete, clay-concrete, or polymer concrete, for the storage of vehicles, including materials and parts obtained through recycling;
- possession of areas that meet the requirements set forth by regulatory legal acts for the storage of hazardous waste;
- possession of material and technical base necessary for the safe dismantling of vehicles and their parts, including those with explosive capabilities or other characteristics specific to hazardous waste;
- possession of material and technical base necessary for inspecting parts of vehicles suitable for reuse.
After being registered in the registry, recyclers must adhere to the following obligations in their activities:
- take necessary measures to prevent the release of harmful substances into the environment during the recycling process;
- in cases where a license or permit is required for waste recycling activities or operations as specified in the Law of the Republic of Azerbaijan on Licenses and Permits, carry out such activities or operations only after obtaining the appropriate license or permit;
- drain fluids, including fuel, engine and transmission oils, hydraulic fluids, coolant and brake fluids, and fluids from air conditioning systems, into separate, sealed containers;
- sort and collect hazardous waste separately and implement measures in accordance with the requirements of the Law of the Republic of Azerbaijan on Waste;
- sell or transfer the collected waste to specialized entities for recycling or disposal;
- engage only trained personnel with professional qualifications directly in the recycling processes;
- ensure that personnel involved directly in the recycling processes receive training on occupational safety and that their knowledge is regularly assessed.

Compliance with the listed obligations and requirements is monitored by the Ministry of Ecology and Natural Resources of the Republic of Azerbaijan and is conducted in accordance with the Law of the Republic of Azerbaijan on Regulation of Inspections in Entrepreneurship and Protection of Entrepreneurs' Rights.
